Then click on ‘Custom Links’. Type # in the URL box and type the menu item name in the ‘Link Text box. 

Once you’ve clicked on the Add to Menu button, the item will be added to your menu.

It will not be clickable. Visitors won’t be taken to a different tab if they click on that item.
